JOB
Program Manager IServes as the economic development liaison to the three county service area as well as legislative liaison for the College. Provides overall support for initiatives arising from the President's Office. Assists the President and Foundation and Grants Director in cultivating, soliciting, and providing stewardship and representations including, but not limited to building relationships throughout the three county service area with community organizations, foundation donors, individual/organizational donors, and political entities to include county governments, city governments, economic development boards, ministerial alliance organizations, Chambers of Commerce, Rotary and Lions Clubs, and local and state elected representatives. Ensures the appropriate level of coordination among all areas of the college so that positive external relationships are created and maintained ensuring full integration of college priorities with outside organizations/political representation are aligned with the college’s strategic initiatives. Exercises discretion and independent judgment with respect to College operations and initiatives.Works with the Foundation and Foundation and Grants Director on outreach with community organizations, Chamber of Commerce, Rotary and Lions clubs, private organizations, industry, and individual donors to ensure compliance and consistent uniform messaging with all federal, state and local laws and the system and College policy and procedures. Works with the president to establish the development and implementation of the college overall outreach strategic plan. Assists in developing and implementation of long-range community involvement and relations aligned to our key performance indicators, college mission, and college wide outcomes. Makes recommendations on the College's governmental affairs strategy. Establishes and maintains relationships with area county councils, state and federal legislative delegations, and the legislative committees dealing with college affairs. Works with the President to navigate interagency relationships to ensure the college's goals and legislative agenda are realized. Assists the President in developing contacts with external, constituencies, including legislative relationships that increase resources for the College.Serves as the President's designee on economic development boards to carry out the President's vision for economic and community development. Works with county, state, and regional economic development directors on projects and programs throughout the three-county catchment area. Assists the counties in establishing long-term economic development goals, plans, and strategies for success by partnering to create and offer appropriate learning opportunities to support the growth strategy.Promotes the involvement of community leaders, donors, and other advocates of the college in enhancing the image and visibility of the college and foundation. Coordinates with the president and represents the college at community events throughout the service area of the three counties through strategic initiatives and strategic partnership alignment.Coordinates and helps identify future College area commissioners and foundation board members that support and embrace the college’s mission and strategic plan in fulfilling their critical role in developing the workforce of Chesterfield, Marlboro, and Dillon Counties. Coordinates with the foundation director and the president special events of engagement with business and community leaders, alumni, and others that promote the strategic partnership and initiatives of the college.Plans and coordinates a comprehensive uniformed message for the college when representing the president and the college, provides and tracks (employees) messaging in partnership with the marketing department, works with the foundation director and the college president in planning and development of annual fundraising events, alumni relations, major gifts, donor stewardship, and business outreach.Performs other duties as assigned.
EXAMPLE OF DUTIES
State Minimum Requirements: A bachelor's degree and relevant program experience. Must have a valid driver's license. NETC Preferred Requirements: A bachelor's degree plus 4 years relevant program experience.

Some overnight travel may be required to attend professional development conferences and/or meetings.
